In October 1917 the Italian army was routed at Caporetto and the area around Venice was occupied. War production meant super-exploitation of the workers. The northern cities of Turin, Genoa and Milan formed a great industrial triangle whose workforce swelled as the factories sucked in labour from the coun­ ttyside as well as huge numbers of women. Giant con­ cerns such as Fiat and Pirelli dominated Italian industry. By the end of the war there were half a million workers in engineering. The workforce at Fiat increased from 7,000 to 30,000.

In I939 the parIiament voted to outlaw the party and expel its deputies. Nine months later parIia­ ment voted to give dictatorial powers to Marshal Pétain, who formed a govemment with French fascists and coIIaborated with German Nazis.
